As emergency management challenges continue to evolve, Juvare is deepening its commitment to Canada. With the establishment of Juvare Canada Ltd. in 2025, the company is ensuring Canadian emergency management agencies have tailored solutions, dedicated support, and a local team that understands their unique needs.
The following is an interview with Mike Morrow, Director of Business Development for Canada at Juvare, discussing the company’s expanded presence in Canada, how WebEOC is being tailored for Canadian emergency management agencies, and what’s next for Juvare in the country.
What prompted Juvare to establish a more significant presence in Canada in 2025?
Juvare recognized that growth in Canada required real investment. That’s why we established Juvare Canada Ltd. and brought in a dedicated team, including myself and Ron Juarez, to focus exclusively on Canadian client needs. Ron and I bring over 30 years of experience in emergency management technology, and we’re passionate about strengthening resilience in our own backyards and for emergency management clients across the country.
How does Juvare Canada Ltd. differ from Juvare’s broader global operations?
While we leverage the broader Juvare organization for technical support, our Canadian team operates with a concierge-style, “white glove” service. We work onsite during disasters and directly engage with a diverse range of clients, including Federal, Provincial, and Local emergency management agencies, as well as Nuclear and Transportation organizations. The ability to deliver hands-on, customized support with a uniquely Canadian approach has been highly valued by our clients.
How will this expansion improve the level of support and service for Canadian clients?
Living and working in Canada brings a personal dimension to our work. I live in an urban-interface forested area, so knowing that I can help emergency management teams protect my own community and family makes this role much more than just a job. It’s about making a real impact in the places we call home.
What industries or sectors in Canada are seeing the most demand for Juvare’s solutions?
We’ve seen significant growth in the Provincial and Local government sector, as well as in nuclear and utility/energy industries. These sectors are not willing to gamble on unproven technologies—they need reliable, scalable solutions that can be trusted in life-and-death emergency situations. That’s exactly what Juvare provides.
How is WebEOC tailored to meet the specific needs of Canadian emergency management agencies?
One of the best examples is our work in Ontario, where emergency management agencies use the Incident Management System (IMS) rather than the Incident Command System (ICS) commonly used in the U.S. To support this, we tailored our Incident Action Plan (IAP) module to align with IMS forms and workflows, ensuring that WebEOC fits seamlessly into Canadian operations.
Can you share an example of how a Canadian client has successfully leveraged Juvare’s technology?
Absolutely. I have two great examples:
How is Juvare collaborating with Canadian organizations to refine its software solutions?
We recently partnered with a Canadian agency to customize WebEOC for volunteer management. This involves features like registration, credentialing, certification, badging, deployment tracking, and time management—critical tools to ensure volunteers can be effectively mobilized when disaster strikes.
What feedback have you received from Canadian clients about Juvare’s software and services?
The response to our latest WebEOC Nexus platform has been overwhelmingly positive. Clients love how much easier it is to use compared to older versions, and the enhanced data exchange features, secure chat, file sharing, and Board sharing are finally enabling the multi-agency interoperability Canada has been striving for.
Are there any key partnerships Juvare has formed with Canadian organizations to strengthen emergency response capabilities?
Yes, one that stands out is our recent partnership with SenseNet, an AI-driven early wildfire detection company based in North Vancouver. Their technology can detect airborne gases indicating potential fires—well before flames are visible. Their high-resolution cameras can even see through fog, darkness, and other visibility obstructions. As someone who lives in a wildfire-prone area, I am personally excited about the life-saving potential of this partnership.
What excites you the most about Juvare’s future in Canada?
The increasing frequency and intensity of fires, floods, and extreme weather events is driving a real need for stronger emergency management solutions. I’m proud to be part of a company that is genuinely invested in protecting Canadian communities. Juvare “gets it”—we are here to make a real, measurable difference with the expertise, resources, and Canadian capital to back it up.
Juvare’s expansion in Canada is not just about business—it’s about building stronger, more resilient communities. With a dedicated team, tailored solutions, and strategic partnerships, Juvare Canada Ltd. is set to play a pivotal role in the future of emergency management across the country.
